Fixed rounding scheme selection bug in pricing strategies

Resolved an issue where pricing strategy steps with rounding enabled but no scheme selected could be saved incorrectly, causing the rounding setting to not apply as expected. The editor now prevents saving steps with rounding enabled but no scheme chosen, and correctly interprets existing steps with missing scheme data as having rounding disabled.
What changed
When you enable rounding on a pricing strategy step, the system now automatically selects your store's default rounding scheme if you haven't picked one, ensuring rounding actually applies when the strategy runs.
The rounding scheme dropdown in pricing strategies now maintains your selection reliably without unexpectedly clearing it.
Older pricing strategies with incomplete rounding settings now display correctly with rounding shown as disabled, matching how prices were actually being calculated.
